# Job Summary
The budget and policy analyst position at the Minnesota Department of Health is an opportunity to develop and use a broad public health skill set. The incumbent will manage reoccurring projects, analyze fiscal data and legislative language, and complete special projects and studies. The ability to quickly analyze complex information and present findings succinctly and accurately are a must. The incumbent will contribute to the department's vision of health equity in Minnesota, where all communities are thriving and all people have what they need to be healthy. The person in this position will work in the Department of Health's Budget Office and report to the Budget Director, but the person will collaborate with cross-discipline teams at the department that consist of public health program managers, scientific experts, financial analysts, legislative liaisons, communication officers and executive office staff.
Qualifications
## Minimum Qualifications:
Bachelor's degree and five years of related experience leading or supporting large-scale/complex implementation of business process analysis and improvement projects.
Knowledge of the principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces.
Ability to query and analyze information from financial databases.
Ability to review and evaluate technical reports and planning documents.
Ability to identify and evaluate information/data and develop policy and program management recommendations.
Ability to conceptualize alternative solutions to complex issues and convey them to diverse audiences.
Ability to write, edit and organize material from diverse sources to prepare comprehensive plans.
Ability to communicate oral and written presentations for use within and outside the department.
Ability to develop techniques and procedures to accomplish goals and objectives.
Ability to design and direct implementation of work plans for major studies.
Ability to organize and lead diverse internal/external stakeholder teams.
## Preferred Qualifications:
Master's degree in public health, public policy, health policy analysis, public administration, political science or a related field.
Ability to use SharePoint to manage projects and documents results.
Experience using spreadsheets and data analysis sofware to describe characteristics and predict outcomes.
Skilled in data visualization techniquest to communicate information in tables, charts and graphs.
Experience that includes strategic planning, policy analysis, budgeting, project management and monitoring legislation.
Experience or knowledge about monitoring and evaluating public health programs.
Knowlege of public health programs and health equity issues in Minnesota.
Knowledgeable about the Minnesota state legislative process.
