# Job Summary
The Minnesota Department of Corrections has an opening for a Management Analyst 1 in St Paul, MN.
This position serves to coordinate, and continually develop, implement, and update procedures and guidelines in the Hearings & Release/Warrants unit for the issuance, maintenance, and cancellation of all department fugitive warrants and detainers in compliance with Minnesota law and department policy on the arrest, detention, and release of conditional releases.
Responsibilities include but are not limited to:
Coordinate, implement, and update administrative procedures and guidelines within Warrants Unit and related department units for the issuance, maintenance, and cancellation of all department fugitive warrants and detainers in compliance with Minnesota law and department policy on the arrest, detention, and release of adult conditional releases.
Serves as an authority for the department for the issuance, maintenance, and cancellation of Department of Corrections (DOC) arrest warrants within the National Crime Information Center(NCIC), state Criminal Justice Information System(CJIS) and department Correctional Operations Management System(COMS)central repositories for criminal justice information. Responsible for the accuracy, timeliness, and completeness of the warrant status information submitted on behalf of the department into the NCIC, CJIS, and COMS systems.
Serve as a representative of the department to all criminal justice agencies, jails, and prisons within the State of Minnesota and nationwide regarding the DOC warrants issued and offenders apprehended on those warrants. Responsible for the accuracy, timeliness, and completeness of the information provided to the detaining agency and DOC Transportation concerning an apprehended offender's warrant status and scheduled movement. Facilitate communications and act as a clearinghouse for many stakeholders both in the Department and in partner jurisdictions to help coordinate warrant and return processes to enhance public safety, promote efficient use of resources and protect offender rights.
Qualifications
## Minimum Qualifications:
The following qualifications are required of all applicants seeking consideration for this position:
1. Bachelor's degree or higher in Corrections, Criminal Justice, Criminology, Law Enforcement or related field; OR
2. One year of experience in corrections, criminal justice, or law enforcement that emphasizes analysis as described in the knowledge, skills and abilities listed below.
Knowledge of:
* Policies and procedures of local, state and/or federal criminal justice entities regarding warrants, detainers and custody.
Skills in:
* Analysis sufficient to analyze whether special action on a particular warrant is required based on the supervision status of the offender.
* Making recommendations sufficient to serve as a Warrants Unit representative at the Correctional Operations Management System (COMS) status re-design committee to recommend development and refinement of procedures and guidelines for updating and modifying warrant status information in COMS.
* Using criminal databases, (e.g. Bureau of Criminal Apprehension (BCA), National Crime Information Center (NCIC), Criminal Justice Information System (CJIS), and/or COMS) sufficient to maintain, update, and retrieve information.
* Effective oral and written communications sufficient to accurately explain and provide expertise on warrant, detainer, and custody processes and associated tools.
Ability to:
* Establish and maintain effective working relationships with professional and administrative staff within the DOC and with outside criminal justice entities such as law enforcement agencies and the State Public Defenders Office.
* Manage time sufficient to meet deadlines and prioritize responsibilities.
* Provide training and guidance to other staff in the unit.
Additional requirement: Possession of or ability to obtain BCA Certification within 30 days of hire.
## Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
* Bachelor's degree or higher in Corrections, Criminal Justice, Criminology, Law Enforcement or related field.
* Knowledge of DOC policies and procedures regarding warrants, detainers and custody.
* Working experience using BCA database.
* Working experience using COMS database, ODOC's, NCIC, CJIS, Court Services Tracking System (CSTS), Statewide Supervision System, and/or MN Courts database.
* Working experience using Excel.
* Working experience using Document Exchange Manager (DEM).
* Experience working in a correctional or law enforcement setting.
* Direct experience with the extradition process.
* Possession of a current BCA certification.

## Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
