# Job Summary
This position provides professional-level accounting and financial reporting in support of Central Office operations as part of the Financial Services Unit.
The purpose of this position is to interpret, analyze, coordinate and perform accounting functions for various activities including budgets, encumbrances and financial documents and statements; account reconciliations; preparation of assigned financial reports and coordination of electronic financial reporting; and support professional/technical contracts.
## Minimum Qualifications:
The following qualifications are required of all applicants seeking consideration for this position:
* Completion of a two-year, post-secondary educational program in Accounting, Finance, or an accounting/finance-related program; OR
* One year of para-professional/technical experience in preparing and interpreting fiscal reports; preparing and posting fiscal transactions; reconciling accounts; and/or providing technical assistance in the preparation of professional/technical contracts, budgets, grants and/or spending plans.
* Knowledge of generally accepted accounting principles and practices and bookkeeping sufficient to analyze and interpret fiscal information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
* Knowledge of budget terminology and principles sufficient to assist in preparing a division or agency budget.
* Skills in using the Statewide Integrated Financial Tools (SWIFT) or other accounting system sufficient to query and compile records and reports and assist with the preparation and maintenance of spending plans, financial status reports and budget requests.
* Skills in using the Statewide Employee Management System (SEMA4) or a similar human resources/payroll system sufficient to query and compile records and reports.
* Skills using spreadsheet and word-processing software sufficient to prepare fiscal reports and correspondence.
* Effective oral and written communication skills.
* Ability to research, interpret, analyze and explain state laws, policies, rules, regulations and procedures as they relate to fiscal operations.
* Ability to design, interpret and explain work procedures and operations and provide advice on fiscal policies and procedures.
## Preferred Qualifications:
The following qualifications are strongly desired of applicants seeking consideration for this position:
. Bachelor's degree in Accounting, Business Administration, or Finance.
. Knowledge of Governmental Accounting, Auditing, and Financial Reporting (GAAFR).
. Knowledge of statements and other guidance from the Governmental Accounting Standards Board (GASB).
. Skills in using Statewide Employee Management System (SEMA4).
. Skills in using Crystal Reports software and/or other data extraction software.
. Skills in using the iTag system.
. Ability to be highly organized, determine priorities, balance a variety of duties at the same time, and work under time pressure.
. Work experience with reconciling financial information.
. Work experience with budgets.
. Work experience processing and auditing payroll.
. Work experience in accounts receivable.
